1. Name of the Society:
ALL INDIA CONGRESS OF CYTOLOGY AND GENETICS

2. Situation of Registered Office:
At the Department of Zoology, University of Kalyani, Kalyani 741 235, Dist. Nadia, West Bengal; or under prior intimation to The Registrar of Firms, Societies and Non-Trading Corporation, West Bengal at some other neighbouring place.

3. Object for which Established:
Objects of the Congress shall be:
(a) Association of persons interested in cytogenetical researches for furtherance of the cause of cytogenetical advancement for human welfare;
(b) Associate the Congress with other Societies of similar discipline for mutual benefit;
(c) Presentation and discussion of new and important facts and problems in cytogenetics;
(d) Adoption of measures to popularize as well as advancement of sciences;
(e) Meeting in a Session of the Congress in different venues of the country for about a week once in every three years or earlier to hold (i) Plenary Lecturer, (ii) Scientific Sessions, (iii) Symposia etc.
(f) To promote cytogenetic science and to encourage research and development, and to arrange discussions and debates on article/contributions/papers of the Cytogeneticists placed before the session of the All India Congress of Cytology and Genetics for suggesting constructive application of the cytogenetic knowledge acquired as such for healthy and developing growth, and welfare of mankind, plants and animal world and other creations of nature.
(g) Publication of Proceedings of the Congress, Reprints, Memoirs, Scientific Journals, Books on Cytogenetics and Allied Sciences etc. Not for private gains but for general public utility.
(h) To disseminate knowledge and education among members and general public, establishment and maintenance of Schools, Colleges, Libraries, Reading rooms etc;
(i) To collect and preserve manuscript on cytogenetics and allied sciences;
(j) To install and operate a Printing Press and Block making Apparatus for carrying out into effect the object of the Congress;
(k) Securing and managing funds, endowments for advancement and development of cytogenetics;
(l) Securing donation, financial assistance and gift of any kind from any person or undertaking or Government for any specific purpose; and to collect subscription from its members;
(m) To arrange and organize Conference, Lectures, Debates, Discussions, Seminars for the diffusion of knowledge on cytogenetics and allied scientific subjects;
(n) To erect a house/building of its own for accommodation and fulfilment of its object and to repair/end maintain such property;
(o) To apply its surplus income, if any, for the advancement of any other object for general public utility;
(p) To take over the existing cash and Bank Balances and other assets in the hand of the Convener of the Congress immediately proceeding the date of Registration of the Congress under the West Bengal Act XXVI of 1961;
(q) The income and properties of the Congress whatsoever derived or obtained shall be applied solely towards the promotion and development of the object of the Congress and no portion thereof shall be paid or divided among any of the members by way of distribution of profit, bonus or gratuity;
(r) To do all other things as may be deemed incidental or conducive to the attainment of the foregoing object;
(s) All incomes and properties, movable or immovable belonging to the Congress and recreation thereto shall be deemed to have vested on Professor Q-K. Nanna of Kalyani University, Professor Mrs. Ardhana Sharma, of C Calcutta University and Professor G-P. Sharma of Panjab University as Trustees of the Congress on the date of Registration under West Bengal Act XXVI of 1961 and the Executive Committee of the Congress shall exercise their powers and duties with the approval and concurrence of the said Trustees and the said Trustees shall be responsible for the safe custody of the funds and assets of the Congress and to account for the same.

4. The Names, Address and Description of the Executive Committee:
The document lists the names, addresses, and designations of the Executive Committee members, including the President, Vice-Presidents, Secretary-Convener, and other members, all of whom are professors or researchers in cytology and genetics from various universities in India.

5. Membership:

  • Classes of Membership:
    (a) Membership for life: Open to those interested in Cytogenetics, aged 30+, with a one-time subscription of ₹500.
    (b) Full Member: Open to Cytogeneticists, subscription ₹50, eligible to contribute research papers.
    (c) Associate Member: Open to joint contributors (with one full member) or research students, subscription ₹30, no other privileges.
    (d) Honorary Member: Outstanding Senior Indian Cytogeneticists, no subscription.

  • Rights: Members can elect/be elected, inspect accounts, and receive Congress publications.

  • Cessation of Membership: Resignation, insanity, insolvency, conviction of certain offenses, or non-payment of subscription.

6. Executive Committee:

  • Composed of 7-15 members, elected every three years.

  • Duties include summoning meetings, managing funds, publishing proceedings, and overseeing Congress activities.

  • The Secretary-Convener handles funds, selects venues, and forms committees.

7. General Meetings:

  • Annual General Meeting (AGM) to be held yearly, with 21 days' notice.

  • Special meetings can be convened by member request.

8. Dissolution:
The Congress may be dissolved by a resolution passed by three-fourths of members, with assets transferred to a society with similar objectives.

9. Financial and Administrative Resolutions:

  • Merging of five existing bank accounts into one.

  • Design and approval of the official seal.

  • Execution of a bond for funding from the Department of Science and Technology (DST).

  • Appointment of an auditor for pre- and post-registration accounts.
